Navigating the IMO Net-Zero Framework Delay: Implications for 2026

The maritime logistics sector is recalibrating its strategies following a major regulatory shift. During the Marine Environment Protection Committee’s extraordinary session (MEPC ES.2) in October 2025, member states voted 57 to 49 to adjourn the adoption of the IMO Net-Zero Framework by one year. The framework, which proposed a global carbon-pricing mechanism and a greenhouse gas fuel standard, is now slated for reconsideration in October 2026. This IMO Net-Zero Framework delay was driven by geopolitical divisions, with nations like the U.S. and Saudi Arabia raising concerns over potential trade disruptions and disproportionate impacts on energy producers.

Industry Resilience Amidst Uncertainty

Despite the setback, a vast majority of the shipping sector remains committed to the green transition. According to the ICS Maritime Barometer Report 2025-2026, 57.84% of shipping companies reported that their existing decarbonization plans remain entirely unchanged despite the IMO Net-Zero Framework delay. Only 3.24% of companies indicated they had canceled their sustainability initiatives, underscoring that the broader trajectory toward decarbonization has not reversed. For leading fleet operators, capital planning and fuel selection have already locked in a low-carbon future.

Regional Focus Following the IMO Net-Zero Framework Delay

The postponement pushes the earliest entry-into-force date for global regulations to March 2028. Consequently, fleet managers are pivoting focus toward immediate regional mandates like the EU ETS and the FuelEU Maritime regulation. While the IMO Net-Zero Framework delay introduces near-term uncertainty for alternative fuel investments, forward-thinking maritime leaders are aggressively prioritizing dual-fuel readiness and operational efficiency to future-proof their fleets.
