The U.S. Consumer Product Safety Commission (CPSC) will officially require importers to electronically file Certificate of Compliance data—such as Children’s Product Certificates (CPCs) and General Certificates of Conformity (GCCs)—at the exact time of entry into the United States.
Under the finalized rule, this electronic submission must occur through U.S. Customs and Border Protection’s (CBP) Automated Commercial Environment (ACE) system using a Partner Government Agency (PGA) message set. Importers are now mandated to transmit seven critical data elements prior to entry, shifting the enforcement dynamic from post-importation requests to real-time screening. This regulation applies comprehensively to finished consumer goods, notably extending to low-value de minimis shipments. Furthermore, goods imported into Foreign Trade Zones (FTZs) face a subsequent compliance deadline of January 8, 2027.
Despite the looming deadline, industry readiness remains a severe concern. A recent 2026 logistics survey involving Asia-Pacific exporters revealed that a staggering 64% of businesses shipping consumer products to the U.S. have not yet prepared for these mandatory changes. Industry experts warn that unprepared shippers risk catastrophic supply chain disruptions, including entry delays, heightened CPSC port scrutiny, and potential civil penalties. To secure continuous market access, organizations must urgently audit their product portfolios, utilize the voluntary CPSC Product Registry, and collaborate closely with customs brokers to seamlessly digitize their safety certification workflows.
